ADA & State Service Dog Laws

ADA Overview

The ADA requires that service animals be under the handler’s control at all times, typically using a harness, leash, or tether, unless using these devices would interfere with the animal’s work or the person’s disability. Service animals must be housebroken, and the handler is responsible for their care and supervision.

  • Businesses may ask only two questions about a service animal.
    • Is the animal a service animal required because of a disability?
    • What work or task has the animal been trained to perform?
  • No documentation or vest is required under federal law.
  • Service animals must be under control and housebroken.
